Profile

For me, 1971-1999 was an intense period of teaching, curriculum development, community service and research. This included joining Macquarie mid-1974 to teach its first postgraduate units in environmental law and urban law, while continuing to teach one of the very first Australian environmental law courses at UNSW (developed with Professor Curt Garbesi in 1971) until 1981. In 1972, I co-convened the first Australian environmental law conference for lawyers (chaired by Sir Garfield Barwick) and later became a member of the founding executive of the NSW Environmental Law Association. In 1984 I became inaugural NSW editor of the first Australian environmental law journal, Environmental and Planning Law Journal. From 1991, an intense period of academic administration and community service included appointment to the inaugural Board of the NSW Environmental Protection Authority (1991-1996); syllabus and exam development for HSC Legal Studies; and Head of Macquarie's School/Division of Economic and Financial Studies (1997-2001).

Research Interests

My research interests are broad and include:

  • environmental law-policy issues
  • development process, including corruption
  • specialist environment court
  • conjunction of regulatory and self-regulatory institutions

My environmental research contributions have been informed by cross-fertilisation of ideas arising from research-based teaching, academic publications, editorship, research degree student supervision and community action advice.

Current editorship includes Consulting Editor, Local Government Reporter (Planning, Environment, Governance – Law, Regulation & Policy) (LexisNexis Butterworths) and Editorial Board, NSW Local Government, Planning and Environment (Butterworths – LexisNexis).

Teaching

In my academic career between 1971 and my retirement from full-time academia early in 2003, my teaching spanned programs in graduate environmental, urban planning and business management programs for non-lawyer professionals; professional law faculty and commerce-based undergraduate law studies; broad legal studies major for non-lawyers; specialist work-based short courses.
